PROCEDURES AND PRINCIPLES

ARTICLE 10:

1 - The Rectorate of Gebze Technical University leads the establishment of the Academic Archive and Open Access Commission and undertakes the execution of this commission.

2 - The members of the Academic Archive and Open Access Commission are appointed for three years by the university senate upon the recommendation of the Rector, and may be reappointed or replaced by the senate when deemed necessary. The Commission is chaired by the Rector or Vice Rector and consists of the Deans of Faculties or their Deputies, the Directors of Institutes or their Deputies, the representative of the Department of Information Technologies, the Head of the Library and Documentation Department and representatives of the units deemed appropriate. The secretariat of the committee is carried out by the Department of Library and Documentation.

3 - With the recommendation of the Academic Archive and Open Access Commission and the approval of the Rector, a Data Manager responsible for all matters related to data in compliance with National and European Union laws, including but not limited to issues related to the development of Data Management Plans is appointed.

4 - The Academic Archive and Open Access Commission will be responsible for evaluating the directive and planning the implementation process every year after the entry into force of this directive. The Commission is responsible for revising the directive when deemed necessary. It explores appropriate funding opportunities for these activities and co-operation with other stakeholders.

5 - The Academic Archive and Open Access Commission follows the work of the European Open Science Policy Platform and encourages the development of a research evaluation framework that promotes research quality and Open Science behavior and practices, and the establishment of reward mechanisms for researchers. It monitors the content of the academic archive with the statistics provided by the system and follows its compliance with the directive.

 

Department of Library and Documentation

ARTICLE 11:

1 - According to Article 4(c) of the Higher Education Law No. 2547, universities are responsible for conducting high-level research and disseminating its results to become distinguished members of the global scientific community. Additionally, under Article 42(d), universities are tasked with comprehensively compiling the institution’s scientific and intellectual output. In this context, the Library and Documentation Department is responsible for fulfilling these requirements through the Gebze Technical University Academic Archive Open Access System project.

2 - The Department reviews the records of the scientific studies submitted to the system by Gebze Technical University members in accordance with the standards of the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH). When necessary, corrections are made in collaboration with university members. The use of unique identifiers (such as DOIs, ORCID IDs, or others) is made mandatory.

3 - The Department monitors the content of the academic archive through statistics provided by the system and ensures compliance with relevant directive in coordination with other units. Before full-text publications are made publicly available in the Academic Archive Open Access System, all copyright permissions are verified by library personnel through the SHERPA/Romeo database.

4 - The University Library Department, in co-operation with departments and other appropriate bodies (such as legal services, research support staff, Data Management Plan specialists) coordinates the provision of training courses to facilitate the adoption of open science and to provide researchers, librarians and other support staff with the necessary skills and expertise. Such training courses include the skills required for open access publishing, open data, data management, research data and research ethics. Training is offered to researchers at all career stages and is integrated into the curriculum, taking into account the specific needs of different disciplines.

5 - The Department ensures that the institution's academic archive and other research infrastructures comply with certification requirements related to FAIR data principles (Findable, Accessible, Interoperable, Reusable) and the technical specifications of the European Open Science Cloud specifications. It also monitors compliance with the Open License Policy for publishing content and data.

 

Department of Information Processing

ARTICLE 12:

1 - The Department of Information Technologies carries out the processes of installation, updating, maintenance, backup, protection, storage and security of the Academic Archive and Open Access System software. It also ensures system security and manages the transfer of data to the National Academic Archive system in accordance with open access standards. Additionally, it provides mechanisms and services to guide researchers appropriately.

 

Members of Gebze Technical University

ARTICLE 13:

1 - The members of Gebze Technical University are required to record their scientific and intellectual works, produced during their employment at the university, in the Gebze Technical University Academic Archive and Open Access System via online processes and within the framework of legal conditions for publication.

2 - Members of Gebze Technical University accept that their works, to which they make scientific - intellectual contributions, are stored in the Academic Archive of Gebze Technical University and made available for Open Access, and archived in accordance with the principles of public distribution and protection.

3 - Members of Gebze Technical University consent to the storage and open access dissemination of preprints, postprints, or publisher versions of their academic works, depending on the publisher's permissions, in the GTU Academic Archive

4 - Members of Gebze Technical University approve the storage of the latest versions of their academic works in accordance with the conditions permitted by the publisher, unless restricted or completely blocked due to embargo or similar conditions.

5 - Members of Gebze Technical University approve the storage of their scientific studies carried out within the academic year into the GTU Academic Archive and Open Access System by the end of the respective academic year, within the framework of legal conditions and in a manner that does not violate the terms of the agreements made with the publishers. Works intended for patent applications can be deposited after the patent is granted and published.

6 - Free access to the full texts of the works in the Gebze Technical University Academic Archive and Open Access System depends on the author's decision and the copyright status of the publication.

7 - The resources to be included in the Academic Archive can be added to the system at any time of the year. However, these added resources will not be made open access until the date of publication in the journal or until the end of the 'embargo' period determined by the publisher / author.

8 - Gebze Technical University supports its members who wish to have their research published with the "open access" option. Considering the agreements made by the authors with the publishers and storage options, access to the studies is applied under the titles of "open access to the public" and "open access at the end of the embargo period".

9 – In co-authored studies carried out by more than one Gebze Technical University member, the responsibility of storing the source belongs to the lead author of the university member.
