Within the framework of the Regulation on Counselling and Coordination for Disabled Individuals in Higher Education Institutions, the Disabled Students Commission of the Council of Higher Education is established to identify the needs of students with disabilities who are either at the stage of entering higher education or currently pursuing higher education. The Commission is tasked with planning the necessary administrative arrangements based on the identified needs, establishing the required infrastructure standards, and ensuring coordination among the relevant higher education institutions.

DUTIES: According to Article 5 of the relevant Regulation, the duties of the Commission are as follows:

1 - To identify the challenges faced by students with disabilities and to develop necessary plans, policies, and strategies to address these challenges with the aim of supporting their academic life and ensuring their full participation in learning and educational processes, and to submit these proposals to the Presidency of the Council of Higher Education.

2 - To develop solutions to issues of accessibility and attainability that students with disabilities may encounter in higher education.

3 - To establish standards for the provision of appropriate educational tools, learning materials, and the adaptation of course completion and examination conditions for students with disabilities.

4 - To submit recommendations to the relevant boards regarding the criteria for horizontal and vertical transfers and course equivalency for students with disabilities.

5 - To define the operational principles and conditions for the disabled student units to be established at universities.

6 - To monitor or ensure the monitoring of arrangements within university campuses to accommodate individuals with disabilities.

7 - To carry out initiatives for the inclusion of courses or topics related to disability into undergraduate programs of higher education institutions and to submit these proposals to the relevant boards.
