The Scientific Research Projects Commission was established pursuant to Article 1 of the Regulation on Scientific Research Projects published in the Official Gazette dated 26.11.2016 and numbered 29900. Its purpose is to regulate the evaluation, approval, support, execution, monitoring, and final assessment of scientific research project proposals carried out in higher education institutions, as well as the dissemination of their results to the public and the determination of relevant procedures, principles, and other related matters.
Authorities, Duties, and Responsibilities of the Scientific Research Projects Commission: 1 - It determines and announces to researchers the project application calendar as well as the procedures and principles regarding the application and evaluation process. 2 - It prepares and disseminates the necessary forms related to project applications to researchers. 3 - It determines the amounts of financial support to be allocated for projects and announces them to researchers. 4 - It drafts a detailed contractual protocol for projects that are approved for funding. 5 - In line with the "Principles to be Considered in the Selection of Research Projects" specified in Article 7 of the Regulation on Scientific Research Projects in Higher Education Institutions, and in accordance with the scientific policies of Gebze Technical University or national science and technology policies, it establishes and announces the principles to be considered during project applications and evaluations. 6 - It conducts a preliminary review of project applications. Project proposals deemed necessary are sent to referees and/or relevant sub-commissions. Based on the reports received, it decides whether the projects will be supported. 7 - For certain project proposals, the Commission may organize panels with selected participants and may request project teams to present their work at these panels. 8 - It directly evaluates and concludes decisions regarding thesis projects. If deemed necessary, it sends thesis project proposals to sub-commissions and/or referees and evaluates the reports received. 9 - It evaluates interim reports submitted every six months that cover the relevant project period for ongoing projects. 10 - It evaluates and decides on requests from project coordinators for extensions, additional budgets, and other amendments. 11 - When deemed necessary, it may conduct on-site inspections of project activities, replace project coordinators, or terminate projects. 12 - It decides on necessary sanctions in cases where there are violations of the contract or directive provisions. 13 - In line with the national and Gebze Technical University’s scientific policies, it identifies and announces priority research areas and topics for project selection. 14 - At the end of each year, it submits a report to the Rectorate regarding the supported, reviewed, ongoing, and completed projects. 15 - It fulfills other tasks assigned by the Rectorate of Gebze Technical University within the scope of the Regulation on Scientific Research Projects in Higher Education Institutions.
