PERSONAL AFFAIRS

•  When Am I entitled to Annual Leave?
 

1 - Newly appointed civil servants with no previous service are entitled to 20 (twenty) days of annual leave as of the date they complete 1 (one) year of service. Afterwards, 20 (twenty) days are given at the beginning of each calendar year.
 

2 - Newly appointed civil servants who have completed 1 (one) year or more of military service are entitled to 20 (twenty) days of annual leave as of the date of their appointment, even if they are candidate civil servants. Afterwards, 20 (twenty) days are given at the beginning of each calendar year.
 

3 - Newly appointed civil servants who have completed less than 1 (one) year of military service shall be granted 20 (twenty) days of annual leave, even if they are candidate civil servants, as of the date when the total of their military service and civil service service completes 1 (one) year. Afterwards, 20 (twenty) days are given at the beginning of each calendar year.
 

4 - Former positions before entering the civil service;

- All of the tenured periods spent in public institutions and organizations, regardless of their status,

- For the personnel working in the Technical Staff, 3/4 of the periods previously worked in the field,

- For the personnel working as a lawyer, 3/4 of the time previously worked in the field,

- For the personnel working in the Health Services class, 3/4 of the periods previously worked in the field are used in the calculation of the annual leave period and the annual leave right is given as 20 (twenty) days as of the date when the total of those services and civil service service fills 1 (one) year, even if it is a candidate officer. Afterwards, 20 (twenty) days are given at the beginning of each calendar year.
 

5 - Personnel who have completed 10 (ten) years in the civil service shall be given 10 more days if 20 days were previously given, without waiting for the calendar year as of the date of completion. Afterwards, 30 (thirty) days are given at the beginning of each calendar year.

 

•  How Can I Use My Paternity Leave?
 

  1. Paternity leave is granted for 10 days to a civil servant whose child is born in accordance with Article 104 of the Civil Servants Law No. 657. This period starts from the date the child is born. (The birth report and the start date of the leave must be the same day).
     

Actions to be taken
 

○ The leave form (10 days as of the date of birth) is prepared via EBYS (as Compassionate Leave).

○ A petition stating that he/she wants to use paternity leave is prepared via EBYS and sent to the unit where he/she works by attaching the leave form and birth report.

 

 


 

 

INFORMATION DOCUMENT REQUESTS AND ARCHIVE PROCEDURES

• Special (GREEN) Passport Transaction
 

1 - In order for individuals to issue a Special (Green) Passport to themselves, their spouses and children under their custody, the staff grade they occupy must be one of the 1st (First), 2nd (Second), 3rd (Third) grades.
 

2 - Personnel should write a petition to the unit they work for requesting a passport with the following sample
 

3 - In the petition written to his/her own unit, he/she should attach a copy of his/her identity card and a copy of the identity card for each person for whom a passport is requested. (Even if the staff member does not request a passport, he/she should attach a copy of his/her identity card) In order to avoid problems at the Provincial Population Directorate, the identity cards should not be worn out and should not exceed 10 years from the date of replacement.
 

• Service (GREY) Passport Transaction
 

1 - Personnel who are not entitled to receive a Special (Green) Passport from the personnel who will go abroad with the Rectorate Assignment can apply for a Service (Gray) Stamped Passport.
 

2 - Personnel should write a petition to the unit where they work, with the sample below, requesting a passport.
 

3 - In the petition written to his/her own department, he/she should attach a copy of his/her identity card and copies of identity cards for each person for whom a passport is requested. In order to avoid problems at the Provincial Population Directorate, the ID cards should not be worn out and should not be older than 10 years from the date of replacement.
 

4 - The person will attach the Overseas Assignment Form prepared on his/her behalf to his/her petition.
