GTU Academic's Project Receives TÜBİTAK 1002 Funding

The scientific study led by Asst. Prof. Dicle Kızıldere-Gökyer from the Department of Architecture, Faculty of Architecture at the Gebze Technical University (GTU) is awarded support under the TÜBİTAK 1002 – Rapid Support Module

 

The project aims to examine the contradictions created in cities by the short-term rental (STR) market, rapidly expanded by the Airbnb platform, and the resulting need for urban regulation, specifically focusing on Istanbul. The study highlights the confrontation between "opportunity" discourses, such as tourism and the local economy, and "risk" discourses, including housing affordability, quality of life, and cross-sectoral justice.

 

By analyzing the conditions that led to the emergence of Law No. 7464, which came into effect on January 1, 2024, and identifying the decisive institutional, sectoral, and social actors in the process, the research aims to evaluate how the law transforms the STR market and urban space in Istanbul. This evaluation will focus on the concentration in central districts and the varying dynamics between different districts.

 

Contribution to Urban Governance and Policy Design The findings are expected to provide a scientific foundation for designing regulatory models that realistically and context-sensitively balance "opportunities" with the rights and housing accessibility of local residents. By revealing the multi-actor structure of regulation and its impacts at the district level, the project aims to contribute to both academic debates and policy-making processes.
